03 PM EasternJob Summary Receives emergency 911 calls and dispatches appropriate agencies; is certified as proficient in Law Enforcement and Fire/Rescue dispatching; receives calls for the St.
Mary's County Sheriff's Office; logs calls into the Computer Aided Dispatch (CAD) System and makes corrections as needed; answers administrative telephone lines, acts as Shift Supervisor, Evaluates job performance of subordinates; answers administrative telephone lines for allied agencies after working hours and makes decisions on dispatch; works with no supervision, and performs other duties as assigned.
Essential Functions 1.
Must be proficient in performing Law Enforcement and Fire/EMS dispatch positions independently;2.
Maintain certifications in:
maintains certifications in Emergency Telecommunicator Course (ETC), Emergency Police Dispatch (EPD-Q), Emergency Fire Dispatch (EFD-Q), Emergency Medical Dispatch (EMD-Q), Communications Training Officer (CTO), Maryland Electronic Telecommunication Enforcement Resource System (METERS), National Crime Information Center (NCIC), FEMA ICS 100, 200, 300, 400, 700, 800, Cardio-Pulmonary Resuscitation (CPR), and a NENA Supervisor course;3.
Assures appropriate response to all emergencies;4.
Exercises sound judgment as to when notification of other departments, divisions, andor agencies should be contacted for the best response to emergency situations.

Replaces personnel at any console in an emergency situation;6.
Operates all equipment in the Emergency Communications Center;7.
Ensures activation of the Back-Up Communications Facility if needed and evacuates according to the current evacuation plan;8.
Completes evaluations and counseling forms on shift subordinates and part-time communications personnel as required;9.
Fills the work schedule when a vacancy occurs due to illness or emergency;10.
Receives and forwards training requests from subordinates and forwards to Training Coordinator;11.
Trains and monitors new employees;12.
Maintains a professional atmosphere in the Center;13.
Attends meetings involving policy and procedure;14.
Keeps all night number call lists up to date;15.
Identifies and reports any equipment failure to proper agency;16.
Makes critical decisions in response to transmissions from responders;17.
Performs other duties as assigned.
Required Knowledge, Skills, and Abilities 1.
Thorough knowledge of St.
Mary's County Government policies and procedures;2.
Answer phones in a calm manner, distinguish between telephone lines, and evaluate and prioritize emergency calls;3.
Performs all duties of in Law Enforcement and Fire/EMS Communications Dispatching;4.
Effectively represent St.
Mary's County Government to the public;5.
Ability to supervise and lead effectively;6.
Ability to multi-task and work effectively under stressful conditions;7.
Ability to keep accurate and thorough records;8.
Dispatch emergency agencies as appropriate;9.
Ability to operate relevant computer and radio systems;10.
Ability to maintain a high degree of attentiveness, alertness, and responsiveness on duty;11.
Ability to maintain self control in tense situations and work effectively under stress;12.
Ability to receive and input messages into NCIC system and distribute as appropriate;13.
Ability to file messages by classification type, code number or alphabetically;14.
Ability to input codes, demographics, DMV, and other law enforcement information;15.
Thorough knowledge of geography of St.
Mary's County road systems, waterways, police districts, and fire/EMS response areas and all surrounding counties;16.
Thorough knowledge of emergency services' roles (groups, teams, agencies) utilized in emergency response;17.
Ability to fill schedule in an emergency vacancy situation;18.
Ability to take direction from the Chief of Communications and respond accordingly.
Education and Experience 1.
High school diploma or equivalent;2.
Two years' experience as a Public Safety Dispatch Assistant Supervisor.
If an external candidate, must possess three years or more of progressively responsible supervisor related professional experience working in a Public Safety Answering Point (PSAP);3.
Last two Public Safety Dispatch Assistant Supervisor performance evaluations must be at least satisfactory;4.
Must be able to perform independently as a Law Enforcement and Fire/EMS Dispatcher;5.
All mandatory certifications are current for Law Enforcement and Fire/EMS;6.
Must be currently certified in the following courses:
Communications Training Officer, EMD-Q, EFD-Q, EPD-Q, ICS 300, ICS 400, and a NENA Supervisor Course.

Must successfully complete in center Supervisor Training within 90 days of the effective promotion date;8.
Must complete the following training within two years of the effective promotion date:
NENA Center Manager Certification Program (CMCP), Emergency Telecommunicator Instructor Course (ETC-I) and an approved Leadership course.
If an external candidate, must pass pre-employment requirements of the position of a PublicSafety Dispatcher I and possess the following;1.
Must possess unimpaired hearing, speech, and finger dexterity;2.
Excellent knowledge of National 10 Code System;3.
Continues training in classes relating to duties of position.
Work requires no unusual demand for physical effort.
Must be able to work 12 hour rotatingshift schedule including weekends and holidays.
May be subject to recall to duty as needed or in case of an emergency.
Work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as offices or meeting rooms, e.

, use of safe work place practices with office equipment, and/or avoidance of trips and falls.
